PRACTICE AREAS
Rob represents healthcare and life sciences organizations navigate high‑stakes investigations, regulatory compliance, and strategic transactions. He represents home health and hospice agencies, long‑term care facilities, physician groups, laboratories, pharmacies, telehealth providers, and medical equipment companies, as well as investors and management companies.
Before private practice, Rob served as Director and Chief Counsel of Missouri’s Medicaid Fraud Control Unit, where he led a team of prosecutors and investigators and worked closely with the U.S. Attorney’s Office, HHS‑OIG, and the FBI on criminal and civil prosecutions. That litigation experience informs his approach to counseling clients on risk, structuring deals, and engaging credibly with enforcement agencies.
Rob advises on day‑to‑day and event‑driven compliance, including the Stark Law, Anti‑Kickback Statute, HIPAA, state and federal False Claims Acts, EKRA, corporate practice of medicine prohibitions, certificate‑of‑need requirements, and professional and facility licensure.
Rob is equally comfortable at the deal table. He counsels buyers and sellers through diligence, risk allocation, and post-closing integration in healthcare transactions. He regularly partners with the firm’s corporate team on mergers and acquisitions, joint ventures, and governance, aligning regulatory strategy with business goals and timelines.
